BASIC FUNCTION Understands and translates business needs into system scope and objectives. Devises or modifies procedures to solve problems using information systems. Prepares detailed specifications from which programs will be written and designed, coded, tested, debugged and documents those programs. ESSENTIAL RESPONSIBLITIES PROGRAMMING Encodes, prepares test data, tests and debugs programs at various complexity levels. Writes structured, well organized and documented, highly maintainable programs. Prepares test data, test scenarios and test plans that ensure programs are working correctly prior to release. Follows ISD/departmental standards and procedures. Produces Project Life Cycle (PLC) documentation. ANALYSIS/DESIGN Analyzes the requirements for a program and defines its overall structures. Analyzes system/program problems and defines solutions. Prepares both functional and technical specifications. Utilizes knowledge of PLC and follows PLC guidelines whenever necessary. Performs business analysis and translates into specifications and develops all levels of logic flow charts. LEADERSHIP Provides assistance to other staff members on selected functional and technical issues. Assist in the estimating and scheduling of a project/project takes. Prepares project plans. RESEARCH/KNOWLEDGE Assists in software package evaluation and setting ISD Departmental standards and procedures. Monitors changes in technology. Remains up-to-date on current industry trends through courses, reading, etc. SUPPORT Provides support to user groups and other developmental groups to resolve system problems. FUNCTIONAL RESPONSIBILITY Competent to work on the most complex programming and analysis projects fairly independently. Responsible for analysis of systems with a focus on technical internal and some external specifications, coding, testing and documentation. Develops specifications, modifies and expands new and existing programs through analysis and programming. Works under deadlines and subject to heavy workloads. DECISION MAKING/JUDGMENT Receives general direction, works autonomously the majority of the time. MANAGEMENT/SUPERVISORY RESPONSIBILITY Sometimes provides guidance to and assists in training less experienced Programmer Analysis, or Programmers. Provides occasional technical and functional guidance. May act as a project leader.
BA/BS in Math or Computer Science OR technical training equivalent OR an equivalent in education and experience required. 4-6 years experience with progressive programming and analysis experience. Proficiency in at least two higher-level programming languages and knowledge of JCL. 3 years as a Programmer Analyst preferred. Requires some management capabilities, strong judgment and communication skills. Experience in training is helpful.
