ROLE PURPOSE:

Lead the product development team to develop HCM applications for China HR BPO market utilizing various programming languages and technologies.

RESPONSIBILITIES:

Involves in all phases of the application development life cycle. Directs, manages, plans and administers the technical, operational and administrative activities of application development projects. Responsible for all the technical design, development and release delivery activities. Responsible for feasibility studies, time and cost estimates and the establishment and implementation of new or revised project resource plan. 1. Roadmap planning and Execution 2. Interface with management and executive levels 3. Develop technical anchors within team, manage other managers/professionals if required, 4. Provide functional guidance to other organizations as required. 5. Solve complex, highly visible business problems 6. Work with internal customers and users and peers to understand system requirements, and keep them informed with status 7. Work closely with other R&D function teams (BA, QA, Hosting, PM), locally and globally, to ensure release quality and date during SDLC 8. Attend technical conferences to build product influence and learn industry direction 9. Exceptional problem-solving expertise and attention to detail * Participates in the management of the large application development project or solely manages one or multiple smaller projects. * Fully responsible for the quality and on time delivery of application developed by the team. * Supervises software development professionals as direct reports plus outside consultants. * Provides technical guidance to assigned staff. Advises associates on technical problems, priorities and methods. * Leads the team to achieve the defined performance target and KPI. * Assists in projecting software and hardware requirements. * Assists in budget planning and manages the budgets of the development team and the responsible development project. Key Administration Result Areas: * 1. Assures that subordinate have clear goals and standards in their areas of responsibility. * 2. Coaches and counsels associates periodically or as needed when goals and standards are not met. * 3. Formally reviews performance against goals and standards with subordinates highlighting strengths as well as areas that need further development. * 4. Identifies training needs and assures subordinates receive training necessary to perform actual responsibilities. * 5. Provides developmental experiences that prepare subordinates for potential future growth. * 6. Facilitates teamwork in his/her work unit. * 7. Make salary recommendations.

QUALIFICATIONS & EXPERIENCE:

* 8-10 years experience developing software in a systems environment with resultant knowledge of sound application development practices, HR and payroll software development experience is plus. * 3-5 years experience leading software development team with demonstrated ability to effectively manage a software development team * 3-5 years experience managing software development project with proven track record of developing and delivering development projects on time and under budget. * Practical knowledge and work experience with known software development methodology. * Advanced knowledge and work experience with Object Oriented analysis, design and programming. * Ability to listen effectively and translate information from users to a technical level or vice versa. * Fluent oral and written communication skills in both English and Chinese. * Good cross team/country/region communication experience and skills. * Excellent analytical ability. * Ability to work effectively under pressure of time constraints. * Excellent partnership skills with non technical people * Technical Skills: Microsoft .Net, C++/C# programming language, MSSQL, Orable database, Microsoft office, Microsoft TFS, HTML 5, Web 2.0, RESTFul/SOAP service, XML
